Understanding Your Water Charges

To better reflect how the water system is operated and maintained, the district is separating water-related fees into two categories:

1. Fire Protection Fee

The Fire Protection Fee helps support the infrastructure necessary to provide water and fire protection throughout the district. This includes maintaining and operating:
Water mains
Hydrants
Storage capacity
Pressure distribution
infrastructure
System readiness for emergency fire response

Because this infrastructure benefits the entire district by supporting health, public safety, and fire protection capabilities, this fee is charged to all properties within the district boundaries, regardless of whether a property currently receives domestic water service. Fire protection and all infrastructure must remain operational, maintained, and available at all times to protect homes, businesses, and emergency response capabilities throughout the community.

2. Monthly Base Fee
The Domestic Water Service Fee applies only to properties that:
Currently receive domestic water service or are capable of receiving domestic water service through the district system.

This portion of the rate supports the costs associated with providing potable water service to customers, including:
Water access and testing
Metering and customer service
Operations and maintenance
Regulatory compliance Repairs
System operations related to domestic water delivery

Only properties connected to — or eligible to connect to — the domestic water system are charged this fee.

The District made the decision to separate these charges so that it creates a clearer and more transparent rate structure by distinguishing between: Costs associated with maintaining fire protection infrastructure that benefits the entire district, and costs associated with delivering domestic water service to individual properties.
This structure helps ensure that costs are allocated more fairly and accurately based on the type of service provided.
